A painting of an eye hanging on the office wall of Dr. Furman, Psychiatrist in the City of In-Between, reminds Matrix to "look through the eyes" of Lionel Meeks, an eccentric man who views the world as a stage with accompanying characters, in order to understand why he goes around town telling people not to drink city water or else be poisoned. . When Matrix and Billy help Meeks escape a bunch of thugs in his boathouse, Meeks enlists Matrix's help in his mission to stop his brother, Charles, the CEO and who refers to as the "Black Prince" of Greenwich Industries, from poisoning our waters. Billy, Matrix and Lionel join forces and interrupt a boardroom meeting where Lionel steps out of his role as "Captain Scarlett" and manages to warn the audience, composed mainly of shareholders and international UN reps., that environmental pollutants in the water dumped by Greenwich Industries are dangerous and must be stopped.
